Federal Council
The Federal Council (Bundesrat) is the upper house of the bicameral Federal Assembly (Bundesversammlung) with 61 seats. Members are appointed by state parliaments with each state receiving 3 to 12 seats in proportion to its population; members serve 5- or 6-year terms.
